I live in Sagada, as the climate is cool and it is cheap but it is very hard to find a house here to rent.
I heard Dumagete is nice. Clark by the airforce base is nice to. You can also get a retirement visa. My wife is a rep for the retirement visa system. This info is on the front page. As to retirement you have to define your needs. I like fresh air and the country so this is perfect for me.
