Now foreigners can get a Philippine drivers licence at any department of transport office. You need a copy of your home country drivers licence, passport, last visa stamp, Alien Certified Registration (go to visa office $50 a year), drug test. P300. Also a TIN, Tax identification #, which your can get at at the BIR, Buro of Internal Revenue. Cost is about P650. Fairly painless. Get a van into your name....painful.
